Project Overview

The Spencer Brook Culvert Repair and Guardrail Replacement Project will replace the existing culvert that carries Spencer Brook beneath Spencer Brook Road, reconstruct the roadway within the project limits, and install a new guardrail system. Work includes removal of the existing culvert and construction of a new precast box culvert with associated headwalls and wingwalls, roadway reconstruction, and guardrail installation.

 Project Background

Concord Public Works has engaged Wright-Pierce, a professional engineering firm, to complete the design and permitting for this project. This work has been prioritized following inspections that identified structural deficiencies in both the existing culvert and the adjacent guardrail system.
The narrow roadway width at the Spencer Brook crossing has also contributed to repeated damage to the guardrail system, which was most recently destroyed in a 2024 vehicle crash. The damaged section has been temporarily secured with jersey barriers to maintain safety until the replacement project is completed.

Due to the culvert’s deteriorating condition and the absence of a permanent guardrail, this project aims to:

• Address existing safety concerns.
• Prevent further structural deterioration.
• Bring the crossing closer to current stream-crossing and storm-resiliency standards; and
• Improve roadway safety and reliability through targeted roadway widening.

 The project has been submitted to the Concord Natural Resources Commission (NRC).

 Project Status

• Construction contract has been awarded to Kodiak Corporation of Lawrence, MA 
• Construction expected to begin in June 2026.

Please note that the roadway at the project location is currently narrow due to the temporary jersey barriers in place for safety. While the road remains open and safe for travel, drivers are encouraged to proceed with caution when crossing Spencer Brook.
