MissionIt is the intention of the Selectmen, in creating the Local Tax Fairness Committee, to provide a mechanism for thoughtful and public examination of the issues surrounding local taxation, including the fair allocation of property tax burdens, potential alternatives to the property tax, and the loss of economic diversity resulting from reliance on the residential property tax in the Town of Concord. To this end, the Committee will make recommendations as appropriate to the Select Board on issues of tax fairness.
In addition to internal discussions, the Committee will continue to engage in formal and informal exchanges with Town officials, state legislators, the Massachusetts Council on Aging, and officials and citizens of other towns. The Committee will report annually to the Select Board summarizing its progress and may conduct public information sessions or hearings as it deems necessary.
Membership Requirements & ExpectationsThe Committee will consist of up to seven members, and a majority of appointed members shall constitute a quorum. Members will be appointed for a term of three years. The Committee shall elect a chair and a committee clerk, who will be responsible for maintaining the record of the committee's discussions, votes, and actions. All meetings will be conducted in conformance with the Open Meeting Law including the proper notice and posting of meetings, and all records will be maintained in conformance with the Public Records Law.
Requests for staff assistance or operating expenses will be made through the Town Manager who will endeavor to comply with reasonable requests.
