The Town of Concord, acting through its Parks and Playgrounds Division, will receive sealed, written bids at the Office of the Deputy Town Manager, 55 Church Street, Concord, MA 01742 until 2:00 PM on Thursday, September 16, 2021, for the White Pond Beach Area Improvements Phase I, at which time they shall be publicly opened and read aloud via a Virtual Zoom Meeting (meeting invitation to be provided to all bid document holders within 24-hours of opening.)

Bids shall be supplied in electronic form from the office of the Parks and Playgrounds Division upon written (emailed) request to Laurie Giovino, Department Clerk, at . All bids for this project are subject to all applicable provisions of law and in accordance with the terms and provisions of the contract documents entitled: BID # 2219 WHITE POND BEACH AREA IMPROVEMENTS – PHASE I.

THE SCOPE OF WORK generally consists of clearing, grubbing and selective pruning of trees and other earth matter in order to construct new subsurface stormwater collection and infiltration systems and to create accessible pathways within the forested hillside for access. Additionally, the successful prosper will also be responsible for furnishing all labor, materials and equipment necessary to construct a boardwalk, other walking pathways for beach access and renovating the lower vehicle drop off area and ADA parking spaces. Work shall include the demolition of existing site elements, installation of bituminous concrete pavement (walks, drives parking areas), drainage systems, boardwalk, and a robust restoration/reforestation planting plan and other landscaping efforts. 

ESTIMATED COST of the contract is: $1,200,000.00

BIDS must be enclosed in a sealed envelope bearing the same and address of the Bidder and addressed to Kate Hodges, Deputy Town Manager. Bids may be submitted to a drop box located at 55 Church Street, Concord, MA 01742, in a sealed envelope before 2:00 P.M., Eastern Standard Time, Thursday, September 16, 2021.  Two copies of the Bid must be included WITH all of the forms included within the specifications pages outlined in the Bid # 2219 documents. Bids should be labeled “Bid #2219 – White Pond Beach Improvements – Phase I.” 

SPECIFICATIONS AND PLANS will be available via secure email beginning Wednesday, August 25, 2021, after 9:00 A.M., Eastern Standard time; requestors may email to request an electronic copy of the bid package. One full set of printed specifications and construction drawings will be available for viewing at the Office of the Deputy Town Manager located at 55 Church Street, Concord, MA 01742. The Town will not provide hard copies of any of the documents; prospective and/or interested parties shall be financially and physically responsible for making their own copies. 

A BID DEPOSIT in the form of a bid bond, certified check, or cashier’s check issued by a responsible bank or trust company, payable to the Town of Concord shall accompany all bids. The bid bond shall be (1) in a form satisfactory to the Town, (2) with a surety company qualified to do business in the Commonwealth of Massachusetts and satisfactory to the Town, and (3) conditioned upon the faithful performance by the principal of the agreements contained in the bid. The amount of the bid deposit shall be at least equal to 5% of the total amount of the bid. 

ATTENTION TO ALL BIDDERS:   Prevailing Wage Rates as determined by the Division of Occupational Safety under the provisions of M.G.L. Chapter 30B, apply to this project. It is the responsibility of the contractor to obtain, as necessary, any pertinent information of Prevailing Ages for workers employed for the proposed work within this contract.

The Town of Concord reserves the right to reject any or all bids, to waive any informality and to make any award as may be deemed in the best interest of the Town. Those who enter into contractual obligations with the Town must not discriminate against any qualified individual in their employment practices and decisions.
