TOWN OF CONCORD – INVITIATION FOR BID 
BID #2205
GEROW RECREATION AREA – PHASE 1 PARK IMPROVEMENTS

The Town of Concord, acting through the Town Manager’s Office, will receive sealed, written proposals at the Office of the Deputy Town Manager, 55 Church Street, Concord, MA 01742 until 2:00 p.m. on Tuesday, March 9, 2021, for the Gerow Recreation Area – Phase 1 Park Improvements, at which time they shall be publicly opened and read aloud via a Virtual Zoom Meeting (meeting invitation to be provided to all bid holders).

The scope of work of this project generally consists of clearing and grubbing, selective pruning and thinning, topsoil stockpiling, utility improvements, drainage improvements, installation of new access drive and parking (including pavement excavation and removals, new or reused base subbase), new walking paths, landscape planting, and all related site work. A timber picnic pavilion and a covered walkway are included as bid alternates.  The project includes wetland buffer mitigation work within the 100-foot Buffer Zone to Bank and Bordering Vegetated Wetlands and will require invasive species plant control, and oversight by an environmental monitor and a botanist.

Bids must be enclosed in a sealed envelope bearing the name and address of the Bidder and addressed to Kate Hodges, Deputy Town Manager.  Bids must be submitted to a drop box at the above address between the hours of 7:00AM and 3:30PM, Monday through Friday excluding holidays.  All bids must be submitted on the forms included in the specifications and “Bid # 2205, Gerow Recreation Area – Phase 1 Park Improvements, Concord, MA” must be marked on the outside of the envelope.
 
A bid deposit in the form of a bid bond, or certified check, or cashier's check issued by a responsible bank or trust company, payable to the Town of Concord shall accompany the bids.  The bid bond shall be (1) in a form satisfactory to the Town, (2) with a surety company qualified to do business in the Commonwealth and satisfactory to the Town and (3) conditioned upon the faithful performance by the principal of the agreements contained in the bid.  The amount of the bid deposit shall be at least equal to 5% of the total amount of the bid.

Prevailing Wage Rates as determined by the Division of Occupational Safety under the provisions of M.G.L Chapter 149, Sections 26 and 27D, as amended, apply to this project. It is a responsibility of the contractor to obtain, as necessary, any pertinent information on Prevailing Wages for workers employed for the proposed work under this contract.

The Town of Concord reserves the right to reject any or all bids, to waive any informality and to make the award as may be deemed to be in the best interest of the Town.  Those who enter into contractual obligation with the Town must not discriminate against qualified, handicapped individuals in their employment decisions.
