Request for Proposals #460

The Town of Concord, acting through the Information Technology Department hereby issues this Request for Proposals (“RFP”) to solicit and evaluate competing offers from service providers for:

• Server Management

• Information Technology Helpdesk

• Desk-side End user support

• Computer Equipment Lifecycle (Installs, Moves, Adds, Changes)

The selected provider will augment and integrate support services with the Town’s Information Technology Department staff. The Town of Concord has used support services for the above functions in the past.

The selected supplier will be expected to migrate existing support services to their platform as needed. The estimated time for IT Support Services transition will be 4 weeks, although the exact period could be longer, contingent upon need. From the time of the award until the date the new service structure is in place should be no longer than 13 weeks. Contract terms will be for one year, annually renewable for up to three years.

This RFP will be available May 19, 2023, and sealed proposals will be received until 2:00 PM local time on June 9, 2023, at the Light Plant Office, 1175 Elm Street, PO Box 1029, Concord, Massachusetts 01742-1029. Proposals will be opened in the presence of two (2) or more witnesses at the time stated. Proposals received after the time of announced opening will not be accepted. Please note that overnight delivery services should use the street address; deliveries by the US Postal Service must use the post office box to ensure delivery.

There will be a mandatory Information Session at 2PM on Friday, May 26, 2023, at the CMLP Public Meeting Room, 1175 Elm Street, Concord, Massachusetts

Proposals must be submitted in a sealed outer package addressed to Town of Concord ATTN: Jason Bulger, Chief Technology Officer, Concord Municipal Light Plant Operations Center, 1175 Elm Street, PO Box 1029, Concord, MA 01742-1029.

All proposals must be sealed and clearly marked on the outside Request for Proposals #460 Information Technology Support Services in the lower left hand front corner of the proponent envelope.

The proponent’s proposal shall include a “Non-Price Proposal” and a “Price Proposal.” The Non-Price Proposal shall be placed in a separate sealed envelope within the outer package marked with the proponent’s company name, and plainly marked in the lower left-hand corner: “Information Technology Support Services.”

The Price Proposal shall be placed in a separate sealed envelope within the outer package marked with the proponent’s company name and “Information Technology Support Services - Hold for Post Evaluation.”

The Town of Concord reserves the right to waive irregularities or informalities and to reject any and all proposals as may be deemed to be in the best interest of the Light Plant.
