Report from Project Consultants - Agency Landscape + Planning
The Vision Plan (and Appendices) for the future of MCI Concord is now live! This is a significant milestone in our collective effort to reposition the historic prison site as a sustainable, vital district that is connected to its community, natural surroundings, the region, and its history.
Assembled collaboratively with the community over the course of spring 2025, this plan reflects hundreds of perspectives alongside broad analysis of the opportunities and constraints of this complex site. Community memory and voice are integral to the vision as motivators and inspiration for a site future that meets current and future needs and aligns with community values. This plan lays the groundwork for how we as a town should consider potential futures for the site.
The MCI Concord Advisory Board, in close partnership with local leaders, Concord residents, and stakeholders, is committed to ensuring that future development of this catalytic site reflects the values, needs, and aspirations of those it is meant to serve. This is an ongoing conversation, and we invite you to continue to engage with us about your perspectives on the development scenarios presented here. Together, we can turn this opportunity into a lasting legacy for future generations.
Project Webpage
The MCI-Concord redevelopment project focuses on repurposing the 83-acre site of the former correctional facility, which closed in June 2024. The process aims to align with community needs and state priorities, such as housing, sustainability, and economic development. Committee Status - Concluded
The MCI Concord Advisory Board began their work in June 2024 in response to the Fiscal Year 2025 Governor’s Budget Bill explicitly included the closure of MCI Concord (Section 107) and provides for the sale, lease, transfer, or disposal of the property by the Commonwealth’s Commission of Capital Asset Management and Maintenance (DCAMM). The Advisory Board was charged through December 2025 to advise the Select Board on effective strategies to achieve a disposition of the MCI Concord site that reflected the interests of the Town and to produce a Vision Plan with project consultants Agency Landscape + Planning for the MCI Concord site.
The Advisory Board formed three Subcommittees to advance their work:
- Community Outreach Subcommittee
- Legal & Government Affairs Subcommittee
- Land Use Planning & Strategy Subcommittee
The Advisory Board members were: Elizabeth Akehurst-Moore, Scott Bates, John Boynton, Erin Cusker, Dan Gainsboro (Co-Chair), Mark Howell (Select Board Representative), Peter Lowitt, Patrick McCurdy (Co-Chair), Linda Miller, Emily Rush, and Lee Smith
