Project Background:

The goal of the Town’s annual roads program is to recommend adequate investment in the Town’s 107 mile roadway network to ensure the network does not deteriorate to a point which would result in more costly periodic repairs. Utility improvement opportunities are also identified and implemented within the roads program when appropriate. This can include drainage replacements or enhancements, water main and sewer main replacements and/or private utility expansions from National Grid (gas main), Verizon (Broadband internet/cable), etc.

Project Overview:

In anticipation of roadway reconstruction efforts to be performed in Autumn 2020/Spring 2021, Concord Public Works will undertake the 2020 Water System Improvement Project for the Prescott neighborhood and Potter Street.  The scope of this work entails the replacement of existing water main to improve water quality and eliminate break-prone pipe in the Town’s water system.

Scope of Work:

Work Phase I: Water System Improvements

Approximately 8,000 linear feet of existing water main will be replaced with new 8” diameter ductile iron water main with water services (within the right of way), gate valves, hydrant assemblies, and other pertinent infrastructure included.  Please note that there may be an occasional water service interruption.  Notification of any scheduled interruption of water service will be made 24-hours in advance either in person or by door hanger. Further, there may be a need to enter your home to access the water meter to ensure proper service operation. You will also be contacted in advance of this procedure.

After all water mains have been replaced, the Prescott neighborhood’s roadway will be paved with a temporary trench patch in anticipation of the second phase of work (see below, next section).  Potter Street will receive a permanent trench patch over any cuts in its roadway surface. 

Work Phase II: Roadway Improvements

The Prescott neighborhood will undergo more substantial roadway improvements which will include a reclaim treatment  involving the pulverizing of the existing roadway into a gravel subbase material, re-grading and compacting this sub-base material, and installing the base course pavement. Following this road base work, final “top course” pavement will be installed thereafter with blending of existing driveway aprons (as necessary), loaming and seeding disturbed areas, and final cleanup.  The roadway improvements outlined above are planned to be constructed in autumn 2020 or spring 2021 (dependent on funding availability).

PETER SPRING/PRESCOTT NEIGHBORHOOD:  Over the next 2 weeks KJS will be installing water service connections to each property, as well as making a final connection of the new water main to the existing water main in Bedford Street.  

Please continue to place your trash and recycling at the curb by 6AM as Waste Management is completing collection early in the morning ahead of the construction.

POTTER STREET:  KJS has completed the water main installation in Potter Street.  Water main testing activities are ongoing and you will see KJS crew members and Public Works staff in the area.  It is anticipated that KJS’s full crew will return to Potter Street to install water service connections to each property in approx. 2 weeks.

Please continue to place your trash and recycling at the curb by 6AM as Waste Management is completing collection early in the morning ahead of the construction.

October 16, 2020:

POTTER STREET:  KJS has completed the water main system connection in the wooded area at the end of Potter Street.    See the construction progress map which shows water main installation to date in green. KJS will continue with water main installation activities during the week of October 16th. 

 KJS will attempt to keep one full lane of traffic open at all times while completing the excavation work, however, we ask residents to expect some traffic delays entering and exiting Potter Street and suggest you allow an additional 15-20 minutes when planning to leave your home.  If you know you need to leave multiple times during the day, we recommend that you move your car out to street away from the immediate work zone.  There will be a traffic detail with the construction crew, if you can alert the traffic detail and crew of your intention to drive by the work zone in advance that will help alleviate delays if you are unable to park your car on Potter Street.

 Please place your trash and recycling at the curb by 6AM as Waste Management is completing collection early in the morning ahead of the construction.

 PETER SPRING/PRESCOTT NEIGHBORHOOD:  KJS has completed the water main installation throughout the neighborhood.  Water service connections to each individual home, as well as making a final connection of the new water main to the existing water main in Bedford Street remain incomplete and that work is scheduled to be completed within the next month.  

 Water main testing activities are ongoing and you will see KJS crew members and Public Works staff in the area.  It is anticipated that KJS’s full crew will return to Prescott and Peter Spring neighborhood to begin full water service replacement in approx. 2 weeks.

October 9, 2020:

POTTER STREET:  As discussed at the neighborhood meeting held on October 6th, KJS will begin water main installation on Potter Street Tuesday, October 13th.  To begin the water main installation, a water service interruption is required and is scheduled for Tuesday, October 13th between the hours of 9AM and 4PM, click on the Service Interruption document above for more information.  The water main installation will begin in the wooded area at the dead end of Potter Street and the installation will progress towards Fairhaven Road.  KJS will attempt to keep one full lane of traffic open at all times while completing the excavation work, however, we ask residents to expect some traffic delays entering and exiting Potter Street and suggest you allow an additional 15-20 minutes when planning to leave your home.  If you know you need to leave multiple times during the day, we recommend that you move your car out to street away from the immediate work zone.  There will be a traffic detail with the construction crew, if you can alert the traffic detail and crew of your intention to drive by the work zone in advance that will help alleviate delays if you are unable to park your car on Potter Street.

During the week of October 12th, KJS will relocate their crew to begin water main installation activities on Potter Street.  Water main testing activities are ongoing so you will see some crew members and Public Works staff in the area.  It is anticipated that KJS’s full crew will return to Prescott and Peter Spring neighborhood to begin water service replacement in approx. 2 weeks.   Please continue to place your trash and recycling at the curb by 6AM as Waste Management is completing collection early in the morning ahead of the construction.

October 2, 2020KJS has progressed with water main installation throughout the neighborhood up to the Prescott Road and Peter Spring intersection.  See the construction progress map which shows water main installation to date in green.  During the week of October 5th, KJS will continue with water main installation activities on Prescott Road from the Peter Spring Road intersection towards the Bedford Street intersection.  KJS has moved the excavation as close to the edge of the road as possible in order to allow for a one lane alternating traffic pattern to be used around the work zone, but there will be times when the work will require that traffic be stopped momentarily.  There will be two police details directing traffic during this time and we ask that residents use caution in the vicinity of the work zone and plan time in their schedule for some minor traffic delays when entering and exiting the neighborhood. Sept. 18, 2020 - KJS has progressed with water main installation along Prescott Road and Arrowhead Road. See the construction progress map which shows water main installation to date in green. During the week of September 21st, KJS will continue with water main installation activities on Peter Spring Road from the access trail at Arrowhead Road heading towards the intersection with Prescott Road. During construction the work zone moves quickly and traffic in the immediate vicinity of the water main installation may be delayed or temporarily restricted, minor delays should be expected from 7:30 AM to approx. 4:30PM. Sept. 8, 2020 - KJS has progressed with water main installation along Minuteman Drive to within the vicinity of #158 Minuteman Drive. During the week of September 8th, KJS will continue with water main installation activities on Minuteman Drive heading towards the intersection with Prescott Road and create the new water main loop around Minuteman Drive. August 28, 2020KJS has progressed with water main installation along Minuteman Drive just shy of #103 Minuteman Drive. During the week of August 31st, KJS will continue with water main installation activities on Minuteman Drive heading towards the intersection with Prescott Road. During construction the work zone moves quickly and traffic in the immediate vicinity of the water main installation may be delayed or temporarily restricted, minor delays should be expected from 7:30 AM to approx. 4:30PM.

August 21, 2020 - KJS has progressed with water main installation along Peter Spring Road just shy of the Minuteman Drive intersection, and has completed the water main installation on Cranefield Road. See the construction progress map which shows water main installation to date in green. During the week of August 24th, KJS will continue with water main installation activities on Peter Spring Road and Minuteman Drive (crew will start near 26 Minuteman Drive and progress towards 84 Minuteman Drive). During construction the work zone moves quickly and traffic in the immediate vicinity of the water main installation may be delayed or temporarily restricted, minor delays should be expected from 7:30 AM to approx. 4:30PM.

August 14, 2020::  KJS has completed the connection of the new water main to the existing water main in the WWTP access road and progressed with water main installation along Peter Spring Road.  See the construction progress map (below) which shows water main installation to date in green.  During the week of August 17th, KJS will continue with water main installation activities on Peter Spring Road progressing toward Cranefield Road and in Cranefield Road.  During construction the work zone moves quickly and traffic in the immediate vicinity of the water main installation may be delayed or temporarily restricted, minor delays should be expected from 7:30 AM to approx. 4:30 PM.

August 13, 2020:  KJS began installation of the water main associated with this project earlier this week.  As a result of work completed today, August 13th,  there were three unplanned water service interruptions in the Peter Spring/Prescott neighborhood.  While every effort is made in advance to determine the exact location of all existing underground water infrastructure, there are times when the historic records do not match the actual field conditions. In these situations, an unplanned water service interruption due to a localized water main break can occur. 

Following a water service interruption, some customers may experience a temporary reduction in water pressure, air in the pipes, brown water or white water.  The Water/Sewer Division recommends the following:

Air - If you turn on your tap and no water comes out or it comes out in spurts. Close your water tap and then open the cold water tap a small amount until the water flows in a steady stream.  You may need to repeat this process at each tap in your home.

Brown Water – If you are seeing brown water, we recommend running the cold water for 5 minutes to clear the line into your home. If the water doesn’t become clear after 5 minutes, shut it off and wait one hour for the disturbance to settle or pass, and then try again.

White Water - If you are seeing white water, it is just air that is been entrained in the water as the water main was re-pressurized. This condition will clear up as the water is used normally, this may take 1-5 days (or longer in the winter when the water is cold). The water is safe to use as you would normally use your water, you can fill up a cup and watch the tiny bubbles slowly dissipate.
