                                                   Minutes of Meeting March 13, 2008
                                                                    Town Hall

Members Present:  Connie Johnson, Chair, Carrie Flood, Bruce Mac Alpine and Jim Phelps.   Also present was Lynn Masson, Town Appraiser.   Tony Logalbo, Finance Director, attended briefly towards the end of the meeting.

Meeting called to order: 7:05PM

Minutes:  BOA MSV February 7, 2008 as amended.
                BOA MSV February 21, 2008 as amended.

Executive Session:  BOA unanimously MSV to enter Executive session at 7:06 PM and to resume regular meeting when adjourned.

Meeting resumed at 7:10 PM.

BOA MSV the approval of Chapter 61A application as recommended by Staff.

Report from Town Appraiser:

a.      Lynn Masson recently attended a DOR Certification Workshop at which the assessors
        were advised that:
        1.      There will be numerous changes to the breakdown of LA3 with a focus on land.
        2.      There will be an increasing emphasis on electronic submission.
        3.      Assessors can expect DOR review will take a minimum of 4-6 weeks.
        4.      "Intersecting neighborhoods" will be scrutinized and are discouraged.
b.      BOA discussed using grade, style and lot size as determining valuation factors.
c.      Telecom ATB Case: appeals are still pending.

Report from Board Members:

a.      There is a bill currently under consideration in the Massachusetts state legislature
        which would permit cities and towns to exempt seniors from Proposition 2 ½ override taxes.  
        Criteria for exemption will be income, age, domicile and property tax level.
b.      Next BOA meeting will be March 27th and April 10th.
c.      General discussion of Abatement hearing procedures.  No changes to current procedures.

FY 2007 ATB Cases: BOA MSV settlements with 29 Willard Common and 49 Willard Common.  
Also MSV to grant 08 abatements as part of the same settlement.

FY09:

a.      BOA signed work plan as approved by DOR.
b.      Discussion of sale of 191 Musterfield Road and its impact on the market area.
c.      BOA was reminded that April 1st is the target date for Assessors department relocation.
d.      Lynn Masson offered and Paula DuMont accepted the position as field-lister.   Paula will
        start work on March 31st.
e.      Lynn Masson reported that 60% of the 2007 sales have been completed/qualified.  Total
        qualified sales stand at 153.  Property cards for all 2006 sales have been reviewed.  
        ASR remains .99 with COD <12.

Land Values/Condition Factors:

a.      Discussion of Jay Closser's report from 1994.
b.      Discussion of CPR and APR (under 10 in Concord) vs.  Chapter 61 A & B.
c.      Discussion of Common Land.  There are many parcels in Concord.  Values are captured
        by parcels with common ownership.
d.      Lynn Masson reported that work is continuing on coding, consistency, wetland, etc.
